Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice Pakistan remains the third-largest refugee-hosting country globally, hosting Afghan refugees holding Proof of Registration (PoR) cards, Afghan Citizenship Card (ACC) holders and undocumented Afghan migrants.

Under the overall supervision of the Chief of Mission (CoM) and the direct supervision of the Senior Programme Coordinator (Emergency and Post-Crisis (EPC)), the successful candidate will support the management of implementing partners (IP) agreements for the Humanitarian, Resilience and Recovery Department (HRRD), in compliance with established policies and procedures, IOM’s and donors’ rules and regulations, and legal requirements to support high-quality programme implementation.

RESPONSIBILITIES AND ACCOUNTABILITIES:

  • Assist the HRRD Programme Managers in updating and monitoring the grants tracking matrix, and in preparing detailed grants reports.
  • Assist the HRRD Programme Managers in the review and assessment of implementing partners’ proposals, work plans and budgets verifying that they are in line with intended scope and targets, and are cost efficient.
  • Keep record of completed due diligence assessments of the (potential) implementing partners (IPs), in accordance with finance and procurement departments rules and regulations.
  • Support HRRD Programme Managers to review the implementing partner’s agreements verifying that they are in line with standard templates and regulations, as well as accurately reflect timelines, deliverables and payment schedules.
  • Assist to monitor deliverables according to schedules of implementing partners’ agreements, and IOM payment schedules to implementing partners, to facilitate compliance with set deadlines.
  • Support Finance in the initial review of financial reports submitted by implementing partners.
  • Support Finance by ensuring that all required documents for their processing of financial transactions are accurate and complete and authorizations are in place.
  • Send payment requests to finance department and following-up to ensure they are processed on time.
  • Keep implementing partners abreast with procurement and financial policies and procedural compliance.
  • Assist in preparing and delivering informative sessions to IOM staff, IOM contractors and implementing partners.
  • Maintain a database of grant documentation, implementing partner deliverables, and supporting documentation.
  • Undertaking duty travel to field location as required.
  • Performing other duties as assigned.

REQUIRED QUALIFICATIONS AND EXPERIENCE:

EDUCATION:

  • University degree in Business Administration, Law, Social Science, Humanitarian Aid, Relief and Development or a related field from an accredited academic institution, with four years of relevant professional experience, or
  • High School diploma with at least six years of relevant professional experience

EXPERIENCE:

  • Experience in resource management, accounting, finance and/or in the legal sector, preferably for a UN agency or NGO;
  • Experience in financial reporting and analysis;
  • Experience in coordinating and communicating with diverse stakeholders and partners.

SKILLS:

  • Good analysis capacities with ability to pay close attention to details and work with minimal supervision;
  • Strong budgetary analysis and revision skills;
  • Excellent computer skills especially MS Office and SAP;
  • Excellent communication and negotiation skills, strong interpersonal skills;
  • Ability to work effectively and harmoniously within a team and with external partners.

LANGUAGES :

REQUIRED

  • For all applicants, fluency in English and Urdu is required (oral and written).

DESIRABLE

  • Working knowledge of provincial languages is an advantage. Knowledge of other local language(s) spoken in Pakistan an advantage.
